Meagan Kiser appointed general counsel

Meagan I. Kiser has been appointed general counsel and vice chancellor for legal affairs at East Carolina University by Chancellor Philip Rogers. The appointment is effective May 16.

Kiser has served as interim in the role since October 2024. She will lead the Office of University Counsel which provides comprehensive legal advice, consultation and counsel to the university and serves as a liaison between ECU and the legal staff at the University of North Carolina to ensure compliance with UNC System policy as well as state and federal law. Also included in her role is oversight of the Office of Institutional Integrity.

“I am honored to continue in the role of the university’s general counsel,” Kiser said. “I look forward to working with Chancellor Rogers and university leadership in supporting the mission of the institution and leading the talented team in the Office of University Counsel.”

An attorney since 2010, Kiser joined ECU as associate university attorney in 2015 after five years at Cranfill Sumner & Hartzog in Charlotte. At ECU, she served as interim deputy general counsel from 2019 to 2021 and deputy general counsel and associate vice chancellor for legal affairs since 2021.

Rogers described Kiser as a thoughtful communicator with an ability to translate complicated issues with legal implications for university stakeholders.

“She is a true partner when it comes to managing university leadership issues and knowing how to balance legal risks and opportunities for an educational institution,” Rogers said. “She has also proven to be an effective problem solver for legal and policy matters while also navigating the ever-changing higher education landscape in the state and nationally.”

He added: “Meagan is well versed on so many legal issues encountered on a university campus. From health care to student affairs and academic issues, to employment law and athletics, she is well positioned to step in this important role for our university.”

Kiser earned her bachelor’s degree from UNC-Chapel Hill and her Juris Doctor degree from the Norman Wiggins School of Law at Campbell University.

She will lead a team of attorneys and support staff who are responsible for providing comprehensive legal counsel to ECU by advising the chancellor, board of trustees, senior administrators and, through them, faculty and staff. The office provides counsel on the legal implications of proposed policies, compliance with federal and state laws and administrative regulations, draft and review contracts, and legal support for a variety of matters including employment proceedings, student disciplinary appeals, health care regulations, and transactions involving real, personal and intellectual property interests.
