COVID-19 Leave Provisions Ending

Pursuant to Governor Cooper’s plans to end the public health emergency for COVID-19 as of Aug. 15, 2022, and in accordance with the state’s Communicable Disease Emergency policy, certain human resources related flexibilities that have been provided during the public health emergency will end. Please see below for the work/leave provisions that will be ending and their corresponding end dates.

Ending Aug. 15, 2022:

  • COVID-19 paid administrative leave for:
    • Absences due to isolation orders or non-quarantine possible exposures or symptoms.
      • Paid administrative leave request forms for this reason received after Aug. 15, 2022 will not be processed. Employees will need use their sick and/or vacation leave for any COVID-19 related absences beginning Aug. 16, 2022.
  • Flexibility of the Literacy, Tutoring, and Mentoring Community Service Leave (CSL) Policy which allowed for use of this type of CSL when a school mandates or offers virtual classes to support children in a virtual or partially in-person academic setting.

Ending Aug. 31, 2022:

  • Paid work time for permanent and temporary employees for COVID-19 vaccinations occurring within the regular work hours and with supervisor permission (up to 8 hours in day for each shot if more than one is required)
    • After this date employees will need to use sick and/or vacation leave to receive COVID-19 vaccinations.
  • COVID-19 paid administrative leave for:
    • adverse reactions to COVID-19 vaccines (same-day as vaccination or next day)
      • Paid administrative leave request forms for this reason received after Aug. 31 will not be processed.
  • Incentive leave for COVID-19 vaccine booster shots. Employees can receive a credit of 8 hours of paid leave (pro-rated for part-time) for demonstrating they received at least one COVID-19 booster vaccination.
    • For any employees who would like to receive this incentive leave prior to Aug. 31, 2022, you will need to complete the attached COVID-19 Paid Administrative Leave request form and indicate reason #4 and submit it along with a photo of their COVID-19 vaccination card reflecting the first booster shot to adminleaverequests@ecu.edu. Once the form and vaccination card have been reviewed and approved the employee will be awarded the leave hours in Kronos coded as “COVID19 Incentive Lv 2022 Taken”.
    • These 8 hours of paid leave must be used by March 23, 2023, or it is forfeited.
    • Incentive leave request forms received after Aug. 31 will not be processed.

    Ending Sept. 15, 2022:

    • Temporary employees who have worked more than 11 continuous months without a break-in-service must separate from employment no later than Sept. 15, 2022 and are ineligible for rehire at the university for at least 31 calendar days.
